The United States rejected the negotiation with North Korea

美國(guó)拒絕與朝鮮進(jìn)行談判

 Last Friday,Rex W. Tillerson, U.S Secretary of State, ruled out any ongoing negotiations with North Korea in order to freeze the possibility of its nuclear weapon and missile programs. For the first time, he said, "If they raise the threat of their weapon program to an unacceptable level, the Trump administration would be forced to take preemptive action." 

上周五，美國(guó)國(guó)務(wù)卿雷克斯·W·蒂勒森(Rex W. Tillerson)排除了與朝鮮進(jìn)行任何談判，以凍結(jié)其核武器及導(dǎo)彈計(jì)劃的可能。他還首次表示，“如果他們將其武器計(jì)劃的威脅提高”到一個(gè)不可接受的水平，特朗普政府可能被迫采取先發(fā)制人的行動(dòng)。  

The day before his meeting with Chinese leaders in Beijing, Tillerson made the above-mentioned statement in Seoul, unambiguously refused to allowthe DPRK to fight for more time by returning to the negotiating table in order to accelerate its nuclear test program.North Korea's leader, Kim Jeong-eun, said on New Year's day that North Korea was in the final stages of preparing for the first launch of an Intercontinental ballistic missile that could reach the United states”. 

在前往北京與中國(guó)領(lǐng)導(dǎo)人會(huì)面的前一天，蒂勒森在首爾做出了上述表態(tài)，明確拒絕通過重返談判桌來爭(zhēng)取時(shí)間、阻止朝鮮加速其核試驗(yàn)項(xiàng)目。朝鮮領(lǐng)導(dǎo)人金正恩在新年時(shí)宣稱，本國(guó)正處在為可以抵達(dá)美國(guó)的洲際彈道導(dǎo)彈首次發(fā)射做準(zhǔn)備的“最后階段”。

"Strategic patience has ended," said Tillerson.

“戰(zhàn)略耐心政策已經(jīng)終結(jié)，”蒂勒森說。

Tillerson’s statement is the first time the Trump administration publicly hinted its potential options, and made it explicit that solving this through the negotiations or waiting for the destruction of the Korean government is not in it.

蒂勒森的表態(tài)是特朗普政府首次公開暗示它正在考慮的選項(xiàng)，并明確表示，協(xié)商解決或是等待朝鮮政府覆滅都不在其中。

Xi Jinping Meets with US Secretary of State: Cooperation is the Only Correct Choice

習(xí)近平會(huì)見美國(guó)國(guó)務(wù)卿：合作是雙方唯一正確選擇

Chinese President Xi met with US Secretary of State Tillerson at the Great Hall of the People on the 19th.

國(guó)家主席習(xí)近平19日在人民大會(huì)堂會(huì)見美國(guó)國(guó)務(wù)卿蒂勒森。

Xi stressed that the China-US relationship is important not only for the two countries, but also for the world. He called on the two countries to grasp the development direction of China-US relationship in order to be responsible for history and the future generations. We should strengthen strategic mutual trust and enhance understanding. The common interests between the two nations are weightier than their disagreements, and cooperation is the only correct choice, he said. The president pointed out that China-US relations should be handled in a long-term and strategic manner to expand cooperative areas and achieve win-win results.Intensifying the communication and coordination on the regional hot issues, we should respect our core interests and major concerns and maintain the overall stability of China-US relations. We must encourage and expand friendly exchanges between the two peoples and continue to consolidate the social foundations of China-US relations.

Tillerson conveyed President Trump's greetings to Xi, saying that President Trump attached great importance to the conversation with the chairman and looked forward to holding the summit meeting as soon as possible and visiting China. Set the direction for the development of China-US relations in the next 50 years, The United States is willing to develop relations with China in a spirit of no conflicting, mutual respect, cooperation and win-win situation, and constantly enhance mutual understanding between the United States and China, strengthen coordination and cooperation, and jointly cope with the challenges facing the international community.

蒂勒森轉(zhuǎn)達(dá)了特朗普總統(tǒng)對(duì)習(xí)近平總書記的問候，表示特朗普總統(tǒng)高度重視同習(xí)近平總書記的通話聯(lián)系，期待著盡早舉行兩國(guó)元首會(huì)晤，并有機(jī)會(huì)對(duì)中國(guó)進(jìn)行訪問。為美中關(guān)系未來50年的發(fā)展確定方向。美方愿本著不沖突不對(duì)抗、相互尊重、合作共贏的精神發(fā)展對(duì)華關(guān)系，不斷增進(jìn)美中相互了解，加強(qiáng)美中協(xié)調(diào)合作，共同應(yīng)對(duì)國(guó)際社會(huì)面臨的挑戰(zhàn)。

Originality, the essential continuity of cultural vitality

原創(chuàng)是文化生命力延續(xù)的根本

Recently, more than two hundred film screenwriters from all over the country came together at a national forum, offering advice for the development of showbiz industry. At the meeting, burning with emotion, Zou Jingzhi, Wang Xingdong , Lan Xiaolong and other famous film screenwriters said, “The Chinese film and television is not lacking in the international directors, or the super stars, but in the fabulous scripts.”What exposes our extreme lack of culture is a lot of adaption, in conjunction with few originals.

在近日一個(gè)全國(guó)性編劇論壇上，來自全國(guó)各地的200多名影視編劇匯聚一堂，為影視產(chǎn)業(yè)發(fā)展建言獻(xiàn)策。會(huì)上，鄒靜之、王興東、蘭曉龍等知名編劇感慨良多：中國(guó)影視不缺國(guó)際導(dǎo)演，不缺大牌明星，主要缺的是好劇本。改編翻拍多，自主創(chuàng)少，暴露了我們文化原創(chuàng)的極度匱乏。

There is a saying we often say, the more national, the more worldwide. But during a long time, what many people still lack are self-esteem, self-confidence and pride of the Chinese nation in their hearts, and we are losing with the loss of precious history, philosophy and literature and other splendid traditional culture in our writing. With such cultural creation, it is natural to lose the nationality and originality, which could also take away its artistry and influence. Therefore, it is better to assert our national confidence stick to the national position, carry forward the the spirit of nationality original spirit, and inherit the Chinese traditional culture rather than complain that the foreign countries know little about our culture, to make making the voice of China more far-reaching and sonorous.

有一句話我們一直在說，越是民族的越是世界的。但在很長(zhǎng)時(shí)間里，許多人心中仍然缺乏中華民族的自尊、自信和自豪感，他們的筆端漸漸流失了歷史、哲學(xué)、文學(xué)等中華優(yōu)秀傳統(tǒng)文化的可貴元素。如此這般的文化創(chuàng)造，自然缺失了民族性和原創(chuàng)性，其藝術(shù)性和影響力也會(huì)大打折扣。所以，與其常常抱怨外國(guó)對(duì)我們的文化了解太少，不如堅(jiān)守民族立場(chǎng)，弘揚(yáng)原創(chuàng)精神，傳承中華優(yōu)秀傳統(tǒng)文化，讓“中國(guó)聲音”傳唱得更遠(yuǎn)、更響亮。

The cultural vitality depends on the creation. The reason why Chinese nation can breed a profound historical culture in the long history is that it still always keeps the originality alive. Hence, not only should we inherit and carry forward the previous heritage, but also we need to be courageous to carry through on new culture creation under the new historical condition, strive to adopt original works of high quality and high level and make full use of the spiritual wealth Chinese nation has created to educate people.

文化的生命力在于創(chuàng)造。中華民族之所以能在漫長(zhǎng)的歷史長(zhǎng)河中孕育出博大精深的歷史文化，原因就在于她始終保持著旺盛的文化原創(chuàng)力。因此，我們不僅要繼承和弘揚(yáng)前人的文化遺產(chǎn)，更要勇于在新的歷史條件下進(jìn)行新的文化創(chuàng)造，努力用高質(zhì)量高水平的原創(chuàng)作品，用中華民族創(chuàng)造的一切精神財(cái)富化人育人。

Government Issued Guidelines on Developing Traditional Culture

中央政府發(fā)布發(fā)展傳統(tǒng)文化指導(dǎo)方針

The central government has issued policies on preserving excellent traditional culture, focusing on a “marked boost” in the international influence of Chinese culture by 2025.

日前，中央政府發(fā)布了關(guān)于保護(hù)和傳承中華優(yōu)秀傳統(tǒng)文化，聚焦于到2025年中華文化的國(guó)際影響力有明顯提升。

The policies, which were jointly issued by the General Office of the Communist Party of China (CPC) Central Committee, and the General Office of the State Council, have been designed to preserve and carry forward various forms of traditional arts and Chinese culture.

這份方針由中共中央辦公廳和國(guó)務(wù)院辦公廳聯(lián)合發(fā)布，其目的在于保護(hù)和傳承形勢(shì)多樣的傳統(tǒng)藝術(shù)和中華文化。

The policies set out that by 2025, major achievements will be registered in traditional culture-related research, education, protection, inheritance, innovation and exchanges. The international influence of Chinese culture should register a “marked boost.”

該方針指出，到2025年，中華優(yōu)秀傳統(tǒng)文化研究闡發(fā)、教育普及、保護(hù)傳承、創(chuàng)新發(fā)展、傳播交流等方面將取得重要成果。中華文化的國(guó)際影響力將“明顯提升”。

Specific tasks were listed in the policies, including protecting traditional Chinese villages, residences, historic architecture, agricultural and industrial heritage; preserving dialects; and supporting Chinese poetry, music, dance, calligraphy, painting, historical and cultural documentaries, animation and publications.

方針中還列出了一些特別的任務(wù)，比如保護(hù)好傳統(tǒng)村落、傳統(tǒng)民居、歷史建筑、農(nóng)業(yè)遺產(chǎn)、工業(yè)遺產(chǎn)；保護(hù)傳承方言文化；加強(qiáng)對(duì)中國(guó)詩詞、音樂舞蹈、書法繪畫、歷史文獻(xiàn)、動(dòng)畫和出版物等的扶持。

2084：The Future MaybeWill Make People Stop Thinking

《2084》：未來也許會(huì)讓人類停止思考

The novel told us a story of an empire named Abbys Tanzania, which rules all over the world forever since 2084. The plot of this story goes very slowly. People’s life repeats day by day, all being yes men. This novel, with Gothic melancholy, always makes people feel cold. The life makes them dull, numb, and absolutely compliant finally.

小說講述了在2084年之后，一個(gè)名叫阿比斯坦的帝國(guó)在地球上開始了其永恒的統(tǒng)治。小說情節(jié)進(jìn)展十分緩慢。人們的生活似乎就是日復(fù)一日地重復(fù)，生活的唯唯諾諾。小說有著哥特式的沉郁，經(jīng)常讓人感覺到一股寒意。生活讓他們變得遲鈍，變得麻木，最后變得絕對(duì)地順從。

What the future will be? In the 2084, Sansal provided us with a fairly cruel answer: the society in the future may make people stop thinking, and finding  the way to manage the society. However, they will depend on an invisible power, which is omnipresent.

未來會(huì)是什么樣的？在《2084》中，桑薩爾給出了一個(gè)近乎殘酷的答案：未來的社會(huì)也許會(huì)讓人們停止思考，停止尋求治理社會(huì)的方法，而是更多地依賴于一種無形的、永遠(yuǎn)存在的、遍布四地的力量。

《2048》

Nowadays, Sansal is still active, being near 70 years old. He receives 3 to 5 invitations every day. In total, there are 300 days of a year for him to make an open speech, and take part in activities, introducing the history and cause of altruism, calling for a peaceful and diversified sense of worth.

如今，將近七十歲的桑薩爾依然活躍。他每天收到3到5個(gè)活動(dòng)邀請(qǐng)，一年中有將近300天在外地講座、參加活動(dòng)，為不同的聽眾介紹極端主義的歷史及其成因，呼吁一種和平的、多元的價(jià)值觀。

Sansal emphasizes that his writing is very simple, just writing for politics. The world may not need me to speak out the cruel truth, if there  are some organizations in the Algeria to defend the peace and democracy. Quite the contrary, no organizations as such exist. Someone is needed to make that voice and here I am. I can just express my thoughts by writing and words.

說到寫作，桑薩爾強(qiáng)調(diào)，他的寫作十分單純，就是一種政治上的寫作。假使在阿爾及利亞存在一些捍衛(wèi)和平和民主的組織，可能就不需要我發(fā)出聲音了。既然阿爾及利亞沒有這樣的組織但又必須有人發(fā)出這樣的聲音，我又是一個(gè)人，那我只能寫作，只能通過文字來表達(dá)。

Japanese government is urging employees to leave the office ahead of Time

日本政府要求上班族提前下班時(shí)間

The government of Japan has introduced a policy to make employees to leave office early every Friday afternoon, hoping to crackdown on a culture of workaholics while providing a shot in the arm for the economy.

 日本政府出臺(tái)政策敦促上班族每周五早點(diǎn)下班，希望以此使工作狂文化不再流行，同時(shí)給經(jīng)濟(jì)增長(zhǎng)打下了一針興奮劑。

The premium Friday campaign, which launched this week, is calling on workers to leave the office at 3pm once a month, and spend time with family, dine out or go shopping, according to Japan Times.

 據(jù)《日本時(shí)報(bào)》報(bào)道，這周發(fā)起的“優(yōu)質(zhì)星期五”活動(dòng)呼吁上班族在每個(gè)月中能有一次下午3點(diǎn)就下班，在多出來的空余時(shí)間里多陪陪自己的家人，外出下館子或者去購物。

  It is hoped that the initiative will encourage people to spend more money on food, in shops and on travel. All Nippon Airways, the country’s largest airline, is offering special discounts on Friday in a bid to entice people to take trips.

政府希望該活動(dòng)能夠鼓勵(lì)人們?cè)谑称贰①徫锖吐眯猩嫌懈嗷ㄙM(fèi)。日本最大的航空公司全日本航空為了吸引人們外出旅游，在周五會(huì)給出售的機(jī)票打特殊的折扣。 

 “We hope this will encourage people to rest and to leave office earlier,”an ANA spokeswoman told Japan Times. “Participation of the government and companies is needed to push forward reforms(in the working culture),”she added.

 全日本航空一位女發(fā)言人在接受《日本時(shí)報(bào)》采訪時(shí)表示：“我們希望這可以鼓勵(lì)人們?cè)琰c(diǎn)下班去休息，”她補(bǔ)充說道：“工作文化方面改革的推進(jìn)需要政府和企業(yè)們的支持。”
