Management Measures of International Students’ Certificates of SWPU
一、護照Passport
（一）國際學生新生報到注冊時，向國際合作與交流處（以下簡稱“國際處”）提交護照復印件，包括護照首頁、簽證頁和入境章頁。
International students should submit passport copies including the front page of the passport, the visa page, and the entry page to the Office of International Affairs（hereinafter referred to as OIA）when registered.
（二）原則上，護照由國際學生自行妥善保管，以防丟失，如丟失應立即向國際處、當地派出所、成都市公安局出入境管理局、駐華大使館報告，并同時申請補辦新護照。
In principal, passports are properly kept by international students’selves in case of loss. If lost, please report to the OIA, local police station, Exit & Entry Administration Division of Chengdu PSB, and his embassy in China immediately.
（三）護照報失指南：
Guidelines for reporting passport loss:
（1）向護照遺失地公安機關、派出所報案，獲取報案證明。
Report to the public security administration or police station where passport lost to obtain the certificate of reporting.
（2）向成都市公安局出入境管理局申報護照遺失，獲取《護照報失證明》。需提供以下材料：
Please provide the following materials when reporting to the Exit & Entry Administration Division of Chengdu PSB to obtain the certificate of reporting.
①派出所出具的報案證明材料。
Certificate of Reporting issued by local police station;
②由西南石油大學國際處出具的護照遺失證明信。
Certificate Letters of Losing Passport issued by the OIA of Southwest Petroleum University;
③遺失護照的復印件或其它能證明其國籍身份的證件（如：身份證、駕照、社會保障卡等）。
Copies of passport which has been lost, or other identification card which can certify the nationality（such as ID, driving license, social security card, and etc.）;
④由當地派出所出具的國際學生住宿證明（住宿登記表）。

（3）護照一經報失后，公安機關出入境管理部門將在互聯網站對護照上所貼簽證證件宣布作廢。
Once the passport is reported missing, Exit & Entry Administration Division of Public Security Bureau will announce to the invalidity of the visa page of the lost passport on website.
（4）報失者必須從在開具報失證明之日起三十日內申領到新護照，并持原《護照報失證明》或使、領館照會到公安機關辦理簽證手續。凡超過30日（不含30日）仍未申領到新護照者屬在華非法居留，將要受到中國公安機關的處罰。
Reporter should apply for new passport within 30 days after the issuance date of certificate of lost report and conduct new visa formalities at the public security bureau with original certificate of lost report or diplomatic note from embassy and consulate. International student who doesn’t get new passport within 30 days (including 30 days), he will get punishment from Chinese public security bureaus due to illegal residence.
二、住宿登記表Accommodation Registration Form
（一）凡有出境入境記錄、辦理簽證延期和變更居住地址的國際學生須在24小時內在當地派出所辦理住宿登記，領取住宿登記表。
International students who have exit and entry record, conditions of visa extension and accommodation address alteration should register residence at the local police station and OIA within 24 hours.
（二）在沒有登記的住所留宿或未在規定時間內辦理住宿登記屬于違法行為，將按照《中華人民共和國出入境管理法》進行處罰。
That international student neither stays over at the un-registered places nor conducts residence registration within the required time is illegal act, who will be punished in line with the Exit and Entry Administration Law of the People’s Republic of China.
（三）國際學生辦理完居留許可，應持居留許可證在當地派出所再次辦理住宿登記，領取新的住宿登記表，交國際處統一保管。
After conducting residence permit, international students are supposed to conduct residence registration at the local police station again to obtain new residence registration chart, which will be kept by OIA.
三、居留許可證Residence Permit
（一）新生在入境30天內辦理完住宿登記表和體檢證明后到成都市公安局出入境管理中心辦理居留許可。
New student who has conducted Accommodation Registration Form and certificate of physical examination within 30 days after the date of entrance shall apply for residence permit at the Exit & Entry Administration Division of Chengdu PSB.
（二）西南石油大學為國際學生提供的學習簽證時長通常為一學年。
The duration of the international student visa issued by Southwest Petroleum University is usually within one school year.
（三）在校生在簽證到期前的一個月，到國際處和成都市公安局出入境管理中心辦理居留許可延期，延期材料與首次申辦居留許可證所需材料一致。
On-campus student shall apply for extension at the Exit & Entry Administration Division of Chengdu PSB one month before the date of visa expiry and the required materials for extension is same with the initial application of residence permit.
（四）所有辦理居留許可證費用由國際學生自理。
All fees of conducting residence permit are born by students’own.
（五）所有辦理完居留許可證的國際學生領回護照后須交到國際處登記。
International student who gets his passport back after conducting residence permit shall do registration at OIA.
（六）凡申領到新護照的學生，需在72小時內到國際處、當地派出所和成都市公安局出入境管理中心辦理居留許可更新手續。
Students who renew the passport shall go to OIA, the local police station and the Exit & Entry Administration Division of Chengdu PSB apply for renewing the residence permit within 72 hours.
（七）護照或復印件應隨身攜帶，警察隨機抽查并有權對無證件國際學生進行處罰。
Passport or passport copy should be kept on his person while policeman will examine randomly and has the right to punish international student who has none certificate.
（八）關注護照或簽證（居留許可）有效期，應及時辦理相關手續，學生由于自身原因導致簽證（居留許可）過期者，根據《中華人民共和國出入境管理法》相關規定受到處罰，嚴重者驅逐出境。
Please pay much attention to the expiration of passport or visa (residence permit) and timely conduct relevant formalities. If student’s visa is expired due to his own reasons, he will be punished in line with relevant regulations on the Exit and Entry Administration Law of the People’s Republic of China, or will be expelled if serious.
（九）中途申請休學、退學或轉學的學生，須提前15個工作日到國際處和成都市公安局出入境管理局辦理停留簽證，停留期限不超過15天。
Student who applies for quit or transfer, shall go to OIA and the Exit & Entry Administration Division of Chengdu PSB to apply for stay visa 15 working days in advance.
（十）因違反相關法律法規和校紀校規，被學校給予退學和開除學籍的學生，按照當時成都市出入境相關管理規定和要求辦理簽證時長。
Students who have been expelled from school due to violation of relevant laws and regulations and school rules will be granted visa time according to the relevant regulations and requirements of Chengdu at that time.
四、學生證Student ID Card
參照《西南石油大學學生證管理辦法》執行。
Carry out in line with the Management Measures of Student ID Card of Southwest Petroleum University.
